The fifty-ninth Texas Legislature established the Institute of Texan Cultures on May 27, 1965. It was charged with developing and implementing an exhibit plan for the state's participation in the 1968 World’s Fair in San Antonio known as HemisFair ’68. Prior to the opening of HemisFair, ITC staff collected more than 40,000 images from across the state depicting the different cultural groups of Texas, represented in this collection.
