Las causas principales de

Nuestro enemigo no es el

PERSPECTIVA FEME-NI:.- On Welfare
In the August-September issue
PERSPECTIVA FEMENIL raised the questions
why is the work of raising our
children valued at so little? Why is
it that women are forced to stay on
welfare because of the Medicaid benefits?
The following is a response.
People who depend on the state for
their livelihood, through the welfare
program, often find that they have
little choice but to stay on welfare. -
The welfare program has become a
dangerous enemy to working people. It
is dangerous because it is taking the
place of good paying jobs, quality
education, relevant training, and instead
is providing only the bare
necessities for people to survive.
Welfare is forcing people to remain
poor, uneducated, untrained and depen~
dent on the state for their livelihood.
It does this because the society
.cannot provide for the basic human
needs, such as affordable health care.
One reason women on welfare are
forced to live on '$116 a month is
simply because of the high cost of
health care.
If a woman has a -sickly child or has
five young children and she has no
skills and cannot find a job that pays
more than the minimum wage, she is ·
forced to stay on welfare to receive
her Medicaid card. This way, a mother
knows her children at least will be
able to see a doctor when they have to
or get the expensive medication they
need.
What welfare does, therefore is
create a vicious cycle - a cycle of
dependency and poverty where children
do not get quality education, nor decent
housing nor a positive self-image.
Wel_fare only fills the ranks of a
large unemployed working class.
A rich and so-called prosperous
government such as the U.S. s~10uld not
have people barely surviving on the
welfare program - they should not even
have the existing welfare program at
all.
Instead this government must make
an all out effort to provide morejobs,
to give us quality and relevant train-ing
to -prepare us for the work force,
and it must give our children quality
education and get rid of racist and
bigoted teachers that cause a high
drop-out rate. Many times when our
children grow up they are forced to
get on welfare for lack of proper
training.
If a woman (or man) cannot work and
must stay home to watch her children
she deserves more than $116 a month.The
proper raising of our children is
worth much more than these meager
handouts.
The government must do away with the
facade of the WIN (Work Incentive)
Program as it only for~es mothers with
children over 6 to take jobs as waitresses
or maids and therefore denies
them access to Medicaid.
For years now, - the government has
promoted welfare to keep a sector of
the working people on its knees.
It is time all working people rose
to their feet and demarided jobs,
training and day care instead of
welfare.
Scenes like the above are more and more common in poor neighborhoods. The young learn from the older and the
cycle continues. NOTE: The kids shown above are NOT paint sniffers.- They simply re-enacted the scene out of
concern for their friends. (Photo: MANCO).

MENTIROSA!
Mintio cuando le dijo a Esteban
. Torres (Asistente Especial al Presidente
sobre Asuntos Hispanicos) que el
concilio de la ciudad no funcionaba
normalmente de esa manera.
Ella se estaba reririendo al incidente
cuando le pidio' al jefe de polic{
a Peters a que sacara al consejal
Bernardo Eureste de la camara del concilia.
Eureste le dijo al consejal
Archer que tanto el como su resolucion
contra los iraneses estaban enfermos.
Cuando la alcaldesa le dijo que se
apegara a la discusion, Eureste le dijo
que ella tambien estaba enferma.
Fue entonces que lo amenazo con botarlo
de la camara. Despues ella le pidio
perdon a Esteban Torres.
La verdad es que esta estupida mujer
ha tenido mucha suerte que otra
gente ha rnostrado m~s atencion que
'ella.
~u~ hubiera pasado si Eureste hubiera
rehuzado irse? Sin duda, la
comunidad mexicana se hubiera amctinado
si lo hubieran sacado arrastrando.
Han evitado que mucha gente diga la
verdad de esta sucia y deshonesta
mujer. .
desenmascarado.
Esta estupida mujer pudiera haber
causado muchos motines.
En el futu-ro la desenmascarare' con
la presencia de mi abogado. Si ella
trata de sacarme, tendra que s7r por
la· fuerza.
La mayor{a d.e la gente que ha tratado
de sacar han side mexicanos.
Se supone que debemos tener un tipo
de gobierno de Concilio de la Ciudad
y un · Gerente ~1unicipal. ~Acaso no
violo/ella la Carta de la Ciudad cuando
le pidi~ ~1 jefe Peters que sacara
a Eureste?

government have given it good publicity and recognition.
Rednecks and bigots, who are plenti:f;ul in this c~:mntry,
have -been recruited for one simple mission: Cater to. ~he
fears and worries of people. Tell them "whites must unite
against the minorities, the poor and the communists~" Tell
them anything but don't tell them who really causes unemployment,
high prices and workers' suffering.
The "just and democratic" goverrunent of _the U.S. _rapidly
· attacked to stop the Black Panthers, the Americ~n Indian
Movement and other people's organizations through FBI
ille·gal maneuvers. .
Yet the same "democratic" government has been supposedly,

Since the (In)_Justice Department and o.ther police forces
ir{ this "democr~cy"·· have refused to stop the ·KKK, it is up

The American people must not permit the U. $.~ .demagogues
· to conf~se the Iranian question. -- · ~.
The Iranians' -demand ts simple: "- Extradite the Shah to
stand trial.
Why? Because he murdered thousands of Iranians and stole
billions of dollars. ·
The rich rulers of the U.S. goverrunent, who do not repre- .
s·ent the best interests of the U.S. people, want to protect
their long-time friend at the · expense of the American and
Iranian people.
It's as simple as this: If an American mass-murderer and
thief was being protected by any foreign country, the
American people would resent it and demand cooperation.
So, what gives Kissinger, Rockefeller, Carter and friends
the right to protect and defend a criminal like the Shah?
Why should the people in the U.S. risk war over a thief?
Even though we do not condone the tactic of taking innocent
hostages, why should the American and Iranian people
hate and attack each other over a scoundrel like the Shah?
But even more importantly: When are the American people
going to stop brutal dictators like the Shah, Nuyen Cao Ky,
Somoza and others from using the U.S. as a hideout?

My daughter Norma, had a

history, she interpreted the
lessons with her own racist
attitude.
Speaking of history of the
Southwest, she would refer to
my daughter with the purpose
of insulting her because she
had not been morn here in
Texas· in the United States.
Perhaps the teacher did it
because she's. Northamerican
and we are Mexican.
One of the results of this
type of attitude was that the
students themselves learned
to attack my children,pitting
·one against the other.
Many times my children were
insulted and beaten, which is
why they complained to the
principal at Tafolla. The
principal payed no attention
to the complaints of the insulted
and beaten ones, instead
he would do for those
that insulted solely because
he wanted to protect his car.
(The principal is also North

This is what happened at

COMMENTARY
The message that we of EL
PUEBLO get from this letter
is as follows.
*Without the unity of our
people, without the unity of
the workers, this kind of
injustice will continue. - _
*We should not allow a government
of dishonest businessmen,
or any other institution
such as _the mismanaged
schools to further divide the
Mexican people. Our history
tells us, whether we're born
here or in Mexico, we are one
people, we are workers.
The EL PUEBLO collective
asks all those people · who
have experienced injustices,
be they at work, in the
schools or in the community,
to write to us!
EL PUEBLO does not pretend
to solve all the problems,
instead we open up the discussion
to find a way in which
we can all unite in order to
make the fundamental change
that will be needed so that
we can achieve a justice and
equality that includes the
working people, the poor and
dispossesed.

he told her she was sick. This is
when she threatened to throw him out

The truth is that this stupid woman
has been very lucky that other people
have shown more common sense then she
has.
What would have happened if Eureste
had refused to leave? No doubt the
Hexican community would have rioted if
he had been dragged out. Many people
have been kept frcm blasting this
dirty dishonest woman.
In the past she threatened an
elderly man with the police when he
told her her price. A priest was also
threatened with the police by one of
her buddies in the council. _ And since
her clique was· being blasted by the
priest she sat quietly and allowed the

The ex-president of COPS was also

of City Council for blasting her.
This stupid woman could have caused

In the future I will blast her with
my attorney present. If she tries to

Most of the ~eople she has tried to

By the way, aren't we supposed to

City Charter by asking Chief Peters to
remove Eureste? Shouldn't she have
asked the City Manager to ask Chief
Peters sirrce Chief Peters is under the

of asking the Mexican people to recall
her. She will be the first mayor in
the history of the US who is removed
by minorities.
~~d by the way, the other councilman
was also out of line.
Isn't it out of line to violate the
rights of the Iranian students? The
Constitution guarantees them the right
to protest. Obviously Cockrell showed
favoritism to those who think just

As for Eureste, telling the Mayor
that she is sick, well he may not be

accept his professional observations
that she is sick.

' Wins Union Struggle
SAN ANTONIO, TX -
A worker from Tampo Manufacturing
Company recently
\von a long union struggle in
San Antonio.
Alberto Rocha was reinstated
in his job with full back
pay. · Over two years ago he
had been unjustly treated by
Tampo Co. officials.
In September of 1977 the
International Union of Electrical
and Radio Workers (IUE)
began an organizing drive in
this company. IUE had made
several attempts to unionize
this plant but the company
had managed to block organizing
efforts.
On this particular occasion
the company used the
tactic of firing the primary
leaders of the in-plant organizing
committee. Of the
three fired, two were of probationary
status and could
not be defended by the union.
The third worker, Ro~ha,
refused to stop his union
activities and with the help
of IUE engaged in a fight to
win back his job.
Company . allegations were
that Rocha had been fired because
of sabotage of company
~ property and the leading of a
-work slow-down·.
The case was filed with
the National Labor Relations
Board (NLRB) which took seven
months before hearing the
case. · The NLRB found that
the company had no proof of
their allegations.
The company appealed the
case and the federal judge
didn't hear the case until
April 1979, when it was decided
again in Rocha's favor.
By this time, the organizing
drive within Tampo had
resulted in another union
victory. Tampo became unionized
on April 24 of 1978.
After a long two year
struggle, Rocha rightfully
returned to work with $16,000
in back pay.
This case helps clarify the
fact that the struggleagainst
company tactics to break
union drives requires strong
dedication and sacrifice.
Nonetheless workers must
continue to fight for all
their democratic rights which
include the right to unionize
and better working conditions
Rocha and IUE, in this
case, prove to workers that
with unity the working class
can defeat the bosses and
correct the injustices that
exist.

PERSPECT1VA FEMENl~. on· Welfare
In the August-September issue
PERSPECTIVA FEMENIL raised the questions
why is the work of raising our
children valued at so little? Why is
it that women are forced to stay on
welfare because of the Medicaid benefits?
The following is a response.
People who depend on the state for
their livelihood, through the welfare
program, often find that they have
little choice but to stay on welfare.
The welfare program has become a
dangerous enemy to working people. It
is dangerous because it is taking the
place of good paying jobs, quality
education, relevant training, and instead
is providing only the bare
necessities for people to survive.
Welfare is forcing people to remain
poor, uneducated, untrained and depen~
dent on the state for their livelihood.
It does this because the society
cannot provide for the basic human
needs, such as affordable .health care.
One reason women on welfare are
forced to live on $116 a month is
simply because of the high cost of
health care.
If a woman has a sickly child or has
five young children and she has no
skills and cannot find a job that pays
more than the minimum wage, she is ..
forced to stay on welfare to receive
her Medicaid card. This way, a mother
knows her children at least will be
able to see a doctor when they have to
or get the expensive medication they
need.
What welfare does, therefore is
create a vicious cycle - a cycle of
dependency and poverty where children
do not get quality education, nor decent
housing nor a positive self-image.
Wel.fare only fills the ranks of a
large unemployed working class.
A rich and so-called prosperous
government such as the U.S. s~10uld not
have people barely surviving on the
welfare program - they should not even
have the existing welfare program at
all.
Instead this government must make
an all out effort to provide morejobs,
to gi~e us quality and relevant train-ing
to ·prepare us for the work force,
and it must give our children quality
education and get rid of racist and
bigoted teachers that cause a high
drop-out rate. Many times when our
children grow up they are forced to
get on welfare for lack of proper
training.
If a woman (or man) cannot work and
must stay home to watch her children
she deserves more than $116 a month.The
proper raising of our children is
worth · much more than these meager
handouts.
The government must do away with the
facade of the WIN (Work Incentive)
Program as it _only forces mothers with
children over 6 to take jobs as waitresses
or maids and therefore denies
them access to Medicaid.
For years now, the government has
promoted welfare to keep a sector of
the working people on its knees.
It is time all working people rose
to their feet and demanded jobs,
training and day care instead of
welfare.
Scenes like the above are more and more common in poor neighborhoods. The young learn from the older and the
cycle continues . NOTE: The kids shown above are NOT paint sniffers: They simply re-enacted the scene out of

DALLAS, TX--
Over 2,000 people marched

The Coalition for Human

Strong resistance to racism

Why is it that women are forced to stay on welfare because of the Medicaid benefits? The following is a response. People who depend on the state for their livelihood, through the welfare program, often find that they have little choice but to stay on welfare. - The welfare program has become a dangerous enemy to working people. It is dangerous because it is taking the place of good paying jobs, quality education, relevant training, and instead is providing only the bare necessities for people to survive. Welfare is forcing people to remain poor, uneducated, untrained and depen~ dent on the state for their livelihood. It does this because the society .cannot provide for the basic human needs, such as affordable health care. One reason women on welfare are forced to live on '$116 a month is simply because of the high cost of health care. If a woman has a -sickly child or has five young children and she has no skills and cannot find a job that pays more than the minimum wage, she is · forced to stay on welfare to receive her Medicaid card. This way, a mother knows her children at least will be able to see a doctor when they have to or get the expensive medication they need. What welfare does, therefore is create a vicious cycle - a cycle of dependency and poverty where children do not get quality education, nor decent housing nor a positive self-image. Wel_fare only fills the ranks of a large unemployed working class. A rich and so-called prosperous government such as the U.S. s~10uld not have people barely surviving on the welfare program - they should not even have the existing welfare program at all. Instead this government must make an all out effort to provide morejobs, to give us quality and relevant train-ing to -prepare us for the work force, and it must give our children quality education and get rid of racist and bigoted teachers that cause a high drop-out rate. Many times when our children grow up they are forced to get on welfare for lack of proper training. If a woman (or man) cannot work and must stay home to watch her children she deserves more than $116 a month. The proper raising of our children is worth much more than these meager handouts. The government must do away with the facade of the WIN (Work Incentive) Program as it only for~es mothers with children over 6 to take jobs as waitresses or maids and therefore denies them access to Medicaid. For years now, - the government has promoted welfare to keep a sector of the working people on its knees. It is time all working people rose to their feet and demarided jobs, training and day care instead of welfare. Scenes like the above are more and more common in poor neighborhoods. The young learn from the older and the cycle continues. NOTE: The kids shown above are NOT paint sniffers.- They simply re-enacted the scene out of concern for their friends. (Photo: MANCO). Yet, when it comes to getting votes he or any other Mexican can not win without their vote. Mr. Cisneros better think twice and not do it again. ' Wins Union Struggle SAN ANTONIO, TX - A worker from Tampo Manufacturing Company recently \von a long union struggle in San Antonio. Alberto Rocha was reinstated in his job with full back pay. · Over two years ago he had been unjustly treated by Tampo Co. officials. In September of 1977 the International Union of Electrical and Radio Workers (IUE) began an organizing drive in this company. IUE had made several attempts to unionize this plant but the company had managed to block organizing efforts. On this particular occasion the company used the tactic of firing the primary leaders of the in-plant organizing committee. Of the three fired, two were of probationary status and could not be defended by the union. The third worker, Ro~ha, refused to stop his union activities and with the help of IUE engaged in a fight to win back his job. Company . allegations were that Rocha had been fired because of sabotage of company ~ property and the leading of a -work slow-down·. The case was filed with the National Labor Relations Board (NLRB) which took seven months before hearing the case. · The NLRB found that the company had no proof of their allegations. The company appealed the case and the federal judge didn't hear the case until April 1979, when it was decided again in Rocha's favor. By this time, the organizing drive within Tampo had resulted in another union victory. Tampo became unionized on April 24 of 1978. After a long two year struggle, Rocha rightfully returned to work with $16,000 in back pay. This case helps clarify the fact that the struggleagainst company tactics to break union drives requires strong dedication and sacrifice. Nonetheless workers must continue to fight for all their democratic rights which include the right to unionize and better working conditions Rocha and IUE, in this case, prove to workers that with unity the working class can defeat the bosses and correct the injustices that exist. r-------- . ------- ------------ - --------- ---------------_,______ - 1EL PUEBLO UNIDO Undocumented Resist One of the favorite lies of the · antiworker bosses is the myth that un- . Why is it that women are forced to stay on welfare because of the Medicaid benefits? The following is a response. People who depend on the state for their livelihood, through the welfare program, often find that they have little choice but to stay on welfare. The welfare program has become a dangerous enemy to working people. It is dangerous because it is taking the place of good paying jobs, quality education, relevant training, and instead is providing only the bare necessities for people to survive. Welfare is forcing people to remain poor, uneducated, untrained and depen~ dent on the state for their livelihood. It does this because the society cannot provide for the basic human needs, such as affordable .health care. One reason women on welfare are forced to live on $116 a month is simply because of the high cost of health care. If a woman has a sickly child or has five young children and she has no skills and cannot find a job that pays more than the minimum wage, she is .. forced to stay on welfare to receive her Medicaid card. This way, a mother knows her children at least will be able to see a doctor when they have to or get the expensive medication they need. What welfare does, therefore is create a vicious cycle - a cycle of dependency and poverty where children do not get quality education, nor decent housing nor a positive self-image. Wel.fare only fills the ranks of a large unemployed working class. A rich and so-called prosperous government such as the U.S. s~10uld not have people barely surviving on the welfare program - they should not even have the existing welfare program at all. Instead this government must make an all out effort to provide morejobs, to gi~e us quality and relevant train-ing to ·prepare us for the work force, and it must give our children quality education and get rid of racist and bigoted teachers that cause a high drop-out rate. Many times when our children grow up they are forced to get on welfare for lack of proper training. If a woman (or man) cannot work and must stay home to watch her children she deserves more than $116 a month. The proper raising of our children is worth · much more than these meager handouts. The government must do away with the facade of the WIN (Work Incentive) Program as it _only forces mothers with children over 6 to take jobs as waitresses or maids and therefore denies them access to Medicaid. For years now, the government has promoted welfare to keep a sector of the working people on its knees. It is time all working people rose to their feet and demanded jobs, training and day care instead of welfare. Scenes like the above are more and more common in poor neighborhoods. The young learn from the older and the cycle continues . NOTE: The kids shown above are NOT paint sniffers: They simply re-enacted the scene out of concern for their friends. (Photo: MANCO). DALLAS, TX-- Over 2,000 people marched through the streets of Dallas November 3 to show the hated racists of this state that the people will not allow the KKK to intimidate them. The Coalition for Human Dignity organized in only two short weeks a broad-based support to counter the KKK march in Dallas. Over 2,000 black, brown and white working people from all over the state marched, chanting slogans of "KKK-Scum of the Land" and "A people united will never be defeated." Strong resistance to racism was evident as people 9rove the 50 Klan off the streets, forcing the Klan to stop their display of sick ideas of racism and white supremacy. The working relationship between the government and the racist Klan was made clear when Dallas police were forced to escort the Klan to safety by City bus . . After the anti-racism march, the Coalition for Human Dignity had a one-half hour rally where representatives of the Patriots, Workers World, the Frederick Douglass Voting Council, EL PUEBLO Collective, Brown With the Thousands protested against racism and the KKK in Dallas. Paint Sniffing Abuse Undocumented Workers Fight Back Agency Historic· Strike Won Drug Fights Problem LOS ANGELES, CA-Undocumented workers in Los Angeles have won' a historic strike that lasted nine weeks. Undocumented workers affiliated with Local 301 of the International Brotherhood of General Workers (IBGW), had been on strike against Reflectolite Products, Inc. since August. The main causes for the strike were the discriminatory labor practices. The majority of the 80 factory workers are undocumented and do not speak much English. For this simple reason, the company only payed them $2.90/hour, in spite of the fact that some workers had 8 years seniority. This clause allows them .time off to travel to any US Consulate abroad in order to obtain permanent resident visas. This will be a powerful legal tool that unions can that use against companies threaten workers with deportations. The strike was not easy and was won only because of the militant resistance of the undocumented.
