49 cuidadanos americanos que
trabajaban en la embajada,estan
como rehenes basta que
regresen al ' ex-cha a su tierra
natal para que sea juzgado
por los cr{menes que cometio
durante su cruel regimen.
La . ocupacion de la embajada
fue una respuesta directa a
la presencia del ex-cha en
EU.
El pueblo iranes tiene una
larga historia de hostilidad
anti-americana y con buena

Varios grupos e individuos protestaron la llegada a San Antonio del ex-cha. El KKK
y ot!os racistas amenazaron con atacar a los manifestantes.

EEOC Dice DescriminaciOn

directora del Distrito
en Houst~n de la Comision de
Igualdad de Oportunidad en
Empleos (EEOC) ha determinado
que el Servicio P6blico de la
Ciudad de San 'Antonio (C~S)
es culpable de practicas descriminatorias,
en cinco cargos
hechos por trabajadores mexicanos.
Esta declaracibn del EEOC
comprueba qu·e la descriminacion
contra los mexicanos
esta profuridamente encallado
en la estructura de CPS.
EEOC comprobo que el mexicano
no es ocupado por CPS en
puestos calificado y semical~
ficados a un nivel proporcio~
al a la fuerza de trabajo
disponible.

es mexicana, pero los puestos
calificados y semicalificados
son reservados para anglosajones.

de la estacion vaquera
KBUC, Ricci Ware y Jud Ashmore,
han usado la radio para propagandizar
el racismo.
Como se reporto en EL PUEBLO
de noviembre, estos dos
voceros del racismo primero
atacaron a la gente pobre y
trabaj adora, cuando se opusieron
al proyecto de viviendasque
se construye en el lado
norte de San Antonio-.
Cuando vino el · ex-cha,
estos dos nuevamente - usaron
la radio para albOrotar a los
racistas del KKK. Usar-·on sus
programas de radio para mobili~
a~ a ~ente a que fue~a ~1
ayuntamiento para que atacaran
a los cinco estudiantes
iraneses que estaban en huelga
de hambre.
El Ku Klux Klan hab{a
anunciado que si los iraneses
maTchaban protestando la presencia
del asesino ex-cha,
ellos ' los atacar{an.
Todo el tiempo durante la
confrontacion, \.Jare y Ashmore
jugaban el papel de voceros
del KKK, agitando a la gente
contra los estudiantes en
huelga. Usar-on la misma t£ctica--
el racismo--que usaron ,
durante 1a histeria sabre las
viviendas.

Haolemos del ex-cha y del .problema
en que se ha convertido. En primer
lugar la alcaldesa Lila Cockrell fue a
verlo a la base para darle la bienvenida
a la ciudad. Esto se entiende.
Despues de todo, tienen mucho en comun.
Am~o~ son titeres ,Y deshonestos. De~pues,
ante _ las camaras de television
declare que · la Casa Blanca le hab{a
pedido que coperara. Despues dijo que
toda la ciudad respaldaba al presidente.
Yo no respaldo al presidente en esta
cuestion ya que el solo ha empeorado
la situacion con sus constantes
amenazas de represalias economicas
encima de haberlos enojado al permitir
que el ex-cha se quedara en una base
- miiit~r. El h~ sido muy abusivo con
un pa~s pequeno al _ grado que ya no
podra comprender el punto de vista de
~llos. ~i el pre~idente rii la alcaldesa
hablan por m1 ya que ambos actuaron
estupidamente. Si los _ rehenes no
han sido muertos es -solo porque Dios
es tan grande (como decimos en espa-
-rrol), pero no debido al presidente con
todo y sus amenazas.
Y la alcaldesa, quien despues fue a
cenar con el ex-cha, ella hubieracenado
con Hitler. Este tipo de rnujer
. baila con cualquiera.
Y la procuradora Jane ~aeon, quien
hizo todas las decisiones legales de
. no darles · p~nr.iso a los iraneses para

que marcharan, y luego la decision
legal·de encarc~larlos par estar en la
escalinata del ayuntamiento en huelga
de hambre. iPueden creer que ella se
la pasa enmascarada de liberal? Su liberalismo
vale ap~oximadamente $50,000,
lo cual es su pago per ser c{tere de
los ricos de esta ciudad. Se le olvido
de los pobres al dar sus deshonestas
decisiones dobr'e EODC-, y ahora violando
los derechos de los estudiantes
iraneses. Dejenme oonerlo de otro modo.
Ella no llego a se~ procuradora de la
ciudad debido a su belleza, honestidad
o inteligencia. Ella es tan chueca
cotno la alcaldesa-.
En lo q~e respecta al Gerente Municipal
Torn Huebner, cuando llamo' "basura"
a los que se quejaban de los
__ iraneses, i nunca deja de sorprenderme
-como una "BASURA" siempre reconoce a
otra "BASURA"!
Sobre los dos locutores, Ricci Ware

En nombre de la bandera y patriotismo,

Se ha establecido un precedente muy peligroso al permitir
que el KKK y sus aliados controlen San Antonio. Derechistas
racistas disfrazados de super-patriotas presumen hoy de haber

La mitad racista del concilio de la ciudad se unio con el KKK
y simpatizantes que asaltaron el edificio municipal. La otra
mitad del concilio se intimido y se rindio ante las amenazas
d~ violencia por los lun~iicos e ignorantes enajenados.

The take-over of San Antonio by the KKK and its allies has
established a dangerous precedent. Right-wing rednecks disguised
as super-patriots have boasted of "winning" control of
the city.
The racist half of the City Council joined forces last month
with the KKK and sympathizers who stormed the city hall. The
other half of the Council \Jere intimidated and gave in to the
threats of violence by the lunatics and the alienated ignorant.
The lunatics threatened that "If t:):.ou people (the Council) do
not stop all marches we (the KKK) will," Also, "If a march
takes place we guarantee you there will be violence," etc.
If Blacks or Mexicans had carried out the same flagrant acts
of intimidati-on that took place inside and outside tl:le council
chambers, even the SWAT Team would have been called in to
squash the speakers.
It is frightening how some people have shrugged off the whole
sickening series of events.

again the two DJ's
from the cowboy st~tion KBUC,
Ricci Ware and Jud Ashmore,
have used the radio to propagandize
racism.
As was · -reported in the
November jssue of EL PUEBLO,
these two spokesmen of racism
first attacked the poor and
working people, when they
opposed the housing project
being built in Northside San
Antonio.
When the ex-shah came,
once again these two used the
radio to stir up the racist
KKK. They used their radio
programs to mobilize people
to go to City Hail to attack
the five Iran'ian students
that were on a hunger strike.
The · Ku Klux Klan had announced
that if the Iranians.
marched protesting the presence
of the murderer ex-shah,
they would attack them.
- All during ,this confrontation

the role of KKK spokesmen,
agitating people against the
striking students. They used
the same tactic-racisra-that
they used during the hysteria
over housing.
When the council .denied the
mar'ch perm.i t, all the racists
that had accumulated outside
City Hall, began beating_their

victory.
In the ruling confusion
and distortion of events,
s~me Mexican and Black people
j~ined in the racial insults
attack against the students.
Only two months prior,
Ricci Ware had attacked the
people that at that moment he
was stirring up.

He has been a bully with a little country
and is beyond understanding their
point of view. Neither the President

been killed it is only because God is

and Mexicans ... today the Iranians .....

yesterday. Racism has a thousand
masks but only one purpose--to divide
us.
The saddest thing is ~hat the socalled
11 leaders" of the community (and
they know who they are, fr_om San Antonio
to Washington DC!) have come out
in favor of racis~, in favor of denying
the right of free expression,
against their own people and against
th~ most basic rights of humanity ..
The mistake was made when certain
community organizations, along with
their "civic leaders" and politician
representatives, failed to remain
firm against the intimidation of the
racist KKK.
It seems · that these individuals
need to be reminded that the constitutional
rights ar~ guaranteed (or at
least that's what we're taught!) and
we don't have to ask for - any kind of
permission, much iess from "our representatives."
The only way that the force of
t -ruth and reason can be _shown is thru
the unity of the poor and working
people. We have to stTuggle for our
rights. We have to oppose ourselves
to racism actively. We have to support
our democratic struggles and
always search for the unity of our
strength of reason and truth.

What are human rights? What are

rights? Why should we fight to preserve
human rights?

told of a woman who was
tortured while tied to a

was brought in front of her

the boy's neck with a pair of

~icaragua: The National Government of Reconstruction (GRN) is moving ahead in
establishing a more democratic system of government.
The GRN has announced the appointment of Nora Storga to head the -courts system.
Lawyer Storga was one of many women who suffered brutal persecution by Somoza's
1 regime. Part of her new duties will be the supervision of the trial ·of 7500
accused war criminals.
Special tribunals have been established to head the cases against former goverP~
ent officials, National Guard troops and others charged with the massacre of
over 45,000 Nicaraguans. Defendants will be allowed to choose their own lawyers
or have court appointed ones.
Last November workers in Xanagua found a grim reminder of Somoza's torture
chambers. \.fuile building a recreation center they · uncovered the bodies of 30
people some with crushed skulls and broken limbs.
California: The exciting process of reconstructing a new free ~icaragua continues.
Here in the U.S. a national network of suppor·t committees have been organized
to provide food, medicine and money to Nicaragua.
The liberation ~ar that freed Nicaragua from the S~moza dictatorship left behind
much damage. For example, several hospitals were completely destroyed as
well as 100 of the 400 industrial planti.
However, even the lack of tools and building materials has not da~pened the
people's spirit. A popular campaign is in progress to salvage or rebuild the
buildings and homes.
The legacy of destruction and hardship left by Somoza will take years to overcome.
After years of U. S. government support for the brutalities of the Somoza
regime, the American people now have the opportunity to express t heir support for
t he people oE ~icaragua.

guilty of five discrimination
allegations filed by mexican
workers.
This finding by EEOC verifies
that discrimination
against mexicans has been
deeply ·ingrained within the
CPS structure.
EEOC proved that mexicans
are not hired into the skilled
and semi-skilled levels of
CPS's work force at a rate
proportionate to their availability
in the labor market.
Sixty-five percent of the
population is mexican yet the
skilled and semi-skilled levels
are filled mostly by
anglos. ,
EEOC concluded that ·as a
result of CPS hiring policies,
mexicans are relegated to the
lowest job classifications.
Other acts ot discrimina_

Al imprimirse EL PUEBLO, 49 cuidadanos americanos que trabajaban en la embajada,estan como rehenes basta que regresen al ' ex-cha a su tierra natal para que sea juzgado por los cr{menes que cometio durante su cruel regimen. La . ocupacion de la embajada fue una respuesta directa a la presencia del ex-cha en EU. El pueblo iranes tiene una larga historia de hostilidad anti-americana y con buena / razon. Varios grupos e individuos protestaron la llegada a San Antonio del ex-cha. El KKK y ot!os racistas amenazaron con atacar a los manifestantes. Seg~n audiencias en el Congreso, en 1953 la CIA 1e ayud~ al ex-cha a regresar al ,poder en Ircfu. El gobierno de EU y las corporaciones como Exxon ten{an un motivo .directo, ya que el ex-cha consistentemente (Pase a la pagina 2) CPS lnJusta a Mexicanos EEOC Dice DescriminaciOn SAN &'JTONIO, TX-La directora del Distrito en Houst~n de la Comision de Igualdad de Oportunidad en Empleos (EEOC) ha determinado que el Servicio P6blico de la Ciudad de San 'Antonio (C~S) es culpable de practicas descriminatorias, en cinco cargos hechos por trabajadores mexicanos. Esta declaracibn del EEOC comprueba qu·e la descriminacion contra los mexicanos esta profuridamente encallado en la estructura de CPS. EEOC comprobo que el mexicano no es ocupado por CPS en puestos calificado y semical~ ficados a un nivel proporcio~ al a la fuerza de trabajo disponible. 0 sea, 65% de la poblaci6n es mexicana, pero los puestos calificados y semicalificados son reservados para anglosajones. / EEOC concluyo que como r esultado de polizas de CPS para ocupar a gente, los mexi-canos son relegados a los puestos mas bajos. Otros actos de descrimina-cion fueron: 1) CPS pone requisites educacionales para empleo y promocion, que no estan relacionaqos al trabajo. 2)CPS no enforza ni ha establecido una p~liza que prohiba insultos etnicos 0 raciales. 3)0breros mexicanos en CPS no tienen la misma oportunidad de promocion a puestos de mayordomos. Todos hemos sido testigos de mayordomos anglos que supervisan a cuadrillas de mexicanas y negros. Localmente activistas sin- . dicales han dicho que los patrones de CPS son en realidad crueles. Igualmente culpable es el Local 219 del sindicato AFSCME, quien por :os ultimos 5 anos ha recibido el beneficia del dinero de cuotas sin corregir este abuso de poder. Como se reporto en EL PUEBLO de noviembre, estos dos voceros del racismo primero atacaron a la gente pobre y trabaj adora, cuando se opusieron al proyecto de viviendasque se construye en el lado norte de San Antonio-. Cuando vino el · ex-cha, estos dos nuevamente - usaron la radio para albOrotar a los racistas del KKK. Usar-·on sus programas de radio para mobili~ a~ a ~ente a que fue~a ~1 ayuntamiento para que atacaran a los cinco estudiantes iraneses que estaban en huelga de hambre. El Ku Klux Klan hab{a anunciado que si los iraneses maTchaban protestando la presencia del asesino ex-cha, ellos ' los atacar{an. Todo el tiempo durante la confrontacion, \.Jare y Ashmore jugaban el papel de voceros del KKK, agitando a la gente contra los estudiantes en huelga. Usar-on la misma t£ctica-- el racismo--que usaron , durante 1a histeria sabre las viviendas. - -Cuando el concilio nego/ el pe~miso para marchar, los ra~istas que se hab{an acumulado _afuera ·del ayuntamiento, se dieron golpes de pecho celebrando su victoria. En la_ confusion y · distorcion de eventos que reinaba, algunas personas mexicanas y negras se unieron al ataque de insu1tos raciales contra los iraneses. Haolemos del ex-cha y del .problema en que se ha convertido. En primer lugar la alcaldesa Lila Cockrell fue a verlo a la base para darle la bienvenida a la ciudad. Esto se entiende. Despues de todo, tienen mucho en comun. Am~o~ son titeres ,Y deshonestos. De~pues, ante _ las camaras de television declare que · la Casa Blanca le hab{a pedido que coperara. Despues dijo que toda la ciudad respaldaba al presidente. Yo no respaldo al presidente en esta cuestion ya que el solo ha empeorado la situacion con sus constantes amenazas de represalias economicas encima de haberlos enojado al permitir que el ex-cha se quedara en una base - miiit~r. As was · -reported in the November jssue of EL PUEBLO, these two spokesmen of racism first attacked the poor and working people, when they opposed the housing project being built in Northside San Antonio. When the ex-shah came, once again these two used the radio to stir up the racist KKK. They used their radio programs to mobilize people to go to City Hail to attack the five Iran'ian students that were on a hunger strike. The · Ku Klux Klan had announced that if the Iranians. marched protesting the presence of the murderer ex-shah, they would attack them. - All during ,this confrontation Ware and Ashmore play€d the role of KKK spokesmen, agitating people against the striking students. What are civil rights~ Who is entitled to human rights? Who is entitled to civil rights? Why should we fight to preserve human rights? almost every democratic country in order to protect people's . fundamental liberties: The rig~t to resist oppression, right to peaceful assembly, right of free speech. Any country which does the human rights of the ding in its boundaries not respect people · resiis a fascist country. Human rights are fundamental liberties of all people. Some of the basic human rights are for people to be free and equai in liberty and security, free to resist oppression and, of c·ourse, freedom of speech. In the U.S. the Bill of Rights des-. cribes civil rights. The Bill of Rights does not specify any group as being exempt from these rights and it serves to insure that people's basic human .rights are respected. Human rights· do not have any boun-daries. Today, we have human rights of · trampled simply at one level the the hostages ~ being because the U. S. to protect the government wants murderer ex-shah. Clearly, a government may deny or change civil rights laws, but no government can ever take away a person's human rights. If we allow local, state or federal governments to deny their human and/or civil rights to any sector of the population, be they citizens, immigrated students or undocuwented workers, we all run the risk of becoming victims of the same tactic. An investigation into the matter leads- 'to the foilowing information: -Amnesty International, a Nobel Prize winning organization, reported in 1975 that "no country in the world has a worse record in human right (violations) that Iran" under the ex-shah.· Under his rule, countless acts of murder and torture occurred.' · The people in Iran view the ex-shah a~ a fascist criminal who has commitfed many of the · same type of crimes as Adolph Hitler. The following is only one incident of what went on under the ex-shah and his secret police force SAVAK. A lawyer at the, Court of Appeals in Paris, Yves Bordelot told of a woman who was tortured while tied to a chair. Her · 4 year old son was brought in front of her and a policeman cut skin from the boy's neck with a pair of sciss_9rs. ' ''White Guards'' Attack Mexican Villages MICHOACAN, MEX.- The Communal Residents' Union. "Emiliano Zapata" of Michoacan State h~s denounced the terror campaign against the state's native communi ·ties. Groups of 'white guards' have attacked several villages destroying homes and corn crops and killed several ~esidents. The white guards are groups of killers and hoodlums operating throughout Mexico under PRI-regime payroll. The cQmmunal residents of Santa Fe de La ·Laguna, Michoacan, have been the most recent victims·. The white guards, headed by . cattlemen J. Jesus Villalobos and Basilio Herrera murdered residents ,Antonio Yapes Lucas and Alejandro Yapes Fermin and wounded several others. The state police and the Attorney General have protected the white guards. Carlos Torres Manzo, governor of Michoacan, has also refused to investigate the violence against the· communal residents and the theft of. their lands by the large land owners. The residents of Santa Fe de la Laguna are demanding: Respect to their ownership of their land . That families of murdered residents be indemnified. I News Briefs ~icaragua: The National Government of Reconstruction (GRN) is moving ahead in establishing a more democratic system of government. The GRN has announced the appointment of Nora Storga to head the -courts system. Lawyer Storga was one of many women who suffered brutal persecution by Somoza's 1 regime. Part of her new duties will be the supervision of the trial ·of 7500 accused war criminals. Special tribunals have been established to head the cases against former goverP~ ent officials, National Guard troops and others charged with the massacre of over 45,000 Nicaraguans. Defendants will be allowed to choose their own lawyers or have court appointed ones. Last November workers in Xanagua found a grim reminder of Somoza's torture chambers. \.fuile building a recreation center they · uncovered the bodies of 30 people some with crushed skulls and broken limbs. California: The exciting process of reconstructing a new free ~icaragua continues. Here in the U.S. a national network of suppor·t committees have been organized to provide food, medicine and money to Nicaragua. The liberation ~ar that freed Nicaragua from the S~moza dictatorship left behind much damage. For example, several hospitals were completely destroyed as well as 100 of the 400 industrial planti. However, even the lack of tools and building materials has not da~pened the people's spirit. A popular campaign is in progress to salvage or rebuild the buildings and homes. The legacy of destruction and hardship left by Somoza will take years to overcome. After years of U. As EL PUEBLO goes to press 49 American citizens who worked in the Embassy are being held hostages until the ex-shah is returned to his homeland to face trial for crimes he committed during his brutal regime. ·The occupation of the Embassy was a direct response to the ex~shah's presence in the US. (Continued on ~age 2) CPS Unfair to Mexicans EEOC Releases Discriminatory Findings SAN ANTONIO, TX-The District Director of the Equal Employment Opportunity -Commission (EEOC) in Houston has founj the San An- ·_ tonio City Public Service guilty of five discrimination allegations filed by mexican workers. This finding by EEOC verifies that discrimination against mexicans has been deeply ·ingrained within the CPS structure. EEOC proved that mexicans are not hired into the skilled and semi-skilled levels of CPS's work force at a rate proportionate to their availability in the labor market. Sixty-five percent of the population is mexican yet the skilled and semi-skilled levels are filled mostly by anglos. , EEOC concluded that ·as a result of CPS hiring policies, mexicans are relegated to the lowest job classifications. Other acts ot discrimina_ tion were: 1) CPS utilizes non-jobrelated educational requirements as prerequisites for employment and advancement'. - 2) CPS has f~iled to establish and/or enforce a policy which prohibits the use of ethnic or racial slurs. 3).
